Havana, 10/30/2007.- A man rides a carriage in Havana's waterfront as tropical storm Noel approaches Cuba on Tuesday. At least 11 people were killed and 13 missing as tropical storm Noel lashed the Caribbean island of Hispaniola, shared by Haiti and the Dominican Republic, officials said Monday.
